I am able to use the Remote File Access when I am in the house and connected to the same Wifi, but when I am out and about, the connected PC?s appear as offline in the File Manager. I have turned on the option that enables the RFA to work over mobile networks. Any ideas what might be blocking the services to be accessed from outside?

I assume you have a router and/or firewall getting in the way.

Make sure your firewall has an exception for Link....
Control Panel -> Windows Firewall -> Allow a program or feature through Windows Firewall -> Make sure all "BlackBerry" items are checked off for "Private" and "Public" networks.

You'll also want to make sure your router isn't blocking ports 53616 and 53699.
