Dear Friends, I wonder if the official release of 10.3.1 will help me to solve the issue of my Hotspot that can't be enabled. Or not?

I am using 10.3.1.747, latest leak now. Radio file belong to Verizon (correct me if it wrongs), may be. But I am at Thailand, my carrier is DTAC. I am not sure that Verizon wireless blocked hotspot function or not. I can't use it now

I think carrier has nothing to do with enabling/disabling this function because it's phone related. I used this function on 10.3.1.1052 and it worked flawlessly
