I totally forgot to post the settings for Retroarch! When using the Moga Pro controller these are the settings that work when running PSXRearmed BB (Playstation 1):

Go to Input Options through the Options menu using the toggle switch at the bottom middle of the screen AFTER a game has already started.

After these settings are entered, hit that same toggle switch to exit the Options menu.

Your settings should mirror this:

Dpad emulation: None

Up: D-pad up
Down: D-pad down
