I don't think it's an issue with the leak. I had the same issue when I was using BlackBerry Classic. The hotspot didn't work at all. I was unable to connect any of my devices to it.
It's probably an issue with 10.3.1 altogether

I tried the blitz package on my DA-C and bricked it twice. Just saying.

For the OP. As someone said, this is leaked code. You either have to accept the limitations or go back to an official release.

I got it working fine on my Q10SQN100-1/10.3.1.2072
Could it be related to your carrier?

Like a fellow CB user said, if you ask for something it's "load the latest leak", if you complain about something then it's "it's because you're on a leak". Funny. Even funnier when it's most likely the release version for the initial rollout.

    Speculation.

That aside I loaded 10.3.1.2072 last night with the autoloader and hotspot works fine. There are always some people who have problems with some features due to differences in carrier or whatever. Going back to an official release can help eliminate one cause, and put the OP in a position to ask for support from offi channels if it doesn't work.

Nope, just tried the mobile hotspot functionality on my Classic (with official stock 10.3.1.747) and connected a MacBook to it, worked fine!

I reinstalled the os again by putting some other carrier sim which doesn't restrict any bb service. But still no sucess. If it was career restriction thn 10.3.0.1154 must had same issue it's working perfectly if I load that on same device

There are 3 solutions to your problem 3:
1 wait for the official release
2 downgrade to your current OS
3 upgrade to leaked .1154 that works well

reinstall with autoloader do a data wipe , do not restore anything then try it ,if that doesn't work go back to the official os,q10 seem to have issues with notifications as well and also keep in mind if you have unlimited data you have to pay extra for hot spot otherwise it won't work
