    It used to be fine, go into settings and hit clear cookies and clear history.

    Now when I do it, I check and see that the browser is indeed cleared.

    But the next time I open it, all the history and last webpages are there again.

    What gives?

    The open tabs show your bookmarked pages when you clear your history. If you have lots of bookmarks those pages will still show after a clear history.
