Does anyone have problems purchasing from BlackBerry World - when i go to purchase something the PURCHASE button does not light up - i tried Paypal but that also doesn 't work.

It's fine for me. I tried using a TuneTalk Sim card, it works too.

Use debit card. Surely you have cherry maybank debit card, right?
Just register the 16 digits as if you're using a credit card when you log in into BlackBerry Appworld. And when you purchase an app, it will deduct your balance from that debit card. If there's no sufficient balance, BlackBerry Appworld will reject the transaction.

I'm on Digi and I use my Maybank debit card, Digi billing or even my other credit cards to purchase. It works fine both on BlackBerry World & BBM shop too.

I am using a debt card but a European one. In Europe it works just fine but in Malaysia when you want to purchase the Purchase button doesn't light up.

Maybe U can update the system for a local debit card entry.
