On the conference call BBRY said that they are still getting service revenue fees with BB10 devices, although different fees than with BBOS. They also said they plan to offer more services to BB10 devices via the NOC in the near future! I hope that the adaptive BIS that kicks in when you are in 2G coverage or roaming is an option and hopefully this will allow carriers to offer BlackBerry International services. It appears that BIS is not dead, just evolving!

Not completely. They are counting all activated devices, including ones without any BlackBerry service plan.

They get bis fees from me simply because I'm using my 9810 price plan in my z10
