The cost is more hardware than software
They already have everything coded for, and as far as I know, there isn't a licensing fee for the android runtime since it is open source
It's a moot point to create a BB10 lite OS. If they were going to, they would have thrown it on the the PB

I think may be with more optimized OS10.X and some resource occupying features dropped, can deploy it on lower end hardware.
