sometimes the mobile carrier might block this option for you. If you can see this option in the list of connections, then what seems to be the problem?

With 10.1, the SDK was released on March 22 but the Dev Beta was not released until around a month later, on April 18.

It seems like the SDK will drop in this coming week (it is off track from 10.1's schedule fow what it is worth) but that does not necessarily mean that a new Dev Beta will drop or that work on 10.2 is complete. Again, looking at 10.1, the OS was released on September 24, about a month after the Dev Beta dropped.
