    I don't see any settings for it on my Q5.
    Check your date and time settings, also display settings. There might be something there!

    That bar shouldn't be staying permanently.
    You can try a device reset first. (NOT the same as a restart.)

    Hold down your top button for about 30 seconds. Keep pressing it down, ignoring onscreen countdown and restart option, BB splashscreen, and black screen. The red LED will turn on. As soon as LED turns off, release the top key.

    Was anything better after that reboot?

    That happens sometimes. I fix it by just pulling quick settings down, and then up again.

    Did you try either suggestion above?

    The first was the device reset I suggested.
    The other was just opening and closing Quick Settings. Quick Settings is opened from Hub or home screens by swiping down from top of screen.

    The bar usually stays on when you have some sort of connection issue. Try disabling WiFi and check you're getting a stable mobile connection (browse some websites etc)
