This may not be known at all but in 10.3.3 or 10.3.4 has there been discussion of moving off Jelly Bean to KitKat, Lollipop or Marshmallow? Both for features and security updates?

It is much hoped for....

But BlackBerry hasn't said anything about it, and an update to the Runtime would require a lot of additional work... that usually would be done in a major update like 10.4. All that is expected in 10.3.3 and 10.3.4 are just minor fixes and security updates.

I seem to remember getting an android runtime update in App World at some point though.
