Please anyone help me to get out from these problem
I installed the android4.3 run time but after I install it all the android apps on my os stop working
How can I remove it to solve this issue
I tried to delete it with google chrome side load addons but it written as permanet?????

Reinstall the appropriate one for your os.

What are you on 10.3? 10.2? 10.2.1?

Did you install both files?

I hope you had a back up if you liked any of the data in your android apps like clash

10.2.1 os. Can you tell me where I can find the 10.2.1 android runtime 4.3 and tell me what excatly the benefits I get when I install android 4.3 runtime on my phone.

The 10.3 runtime doesn't work on 10.2.1 you will need to side load the 10.2.1 runtime and runtime shell to get things working again.

Doing this is risky, do a battery pull and see if that fixes it otherwise you might have to do secure wipe.

No need for wipes just side load the 2 android files of your os like you did for the 4.3 and restart the phone.. it should be okay
