Something I've noticed since running 10.3.1 is the OS seems to lock scrolling fps to 60. Using the little diagnostics box from swiping in the battery icon, my findings appear to be true. Biggest offender for laggy scrolling was Twitter. Boy, did I hate it. However 10.3.1 has made the app finally a joy to use, so woohoo. Scrolling through the list with not one hiccup or pause, even while loading new ones.

I also rolled back to 10.3 to make sure it wasn't just me feeling the placebo effect, and in fact Twitter scrolled laggy and janky again. It definitely appears to be a change or optimization in the OS.

The scrolling isn't just limited to Twitter, pretty every app I scroll in is very smooth now, like Reddit in Motion.

Have any of you guys seen this also?
