It's not Blackberry's app so I'd say you have to pay for it.

I was able to get her to talk when I pressed and held the play/pause button. (Like holding hown the vol button to move to the next song. It went away in later versions on the dev alpha. But there was word that it was going to be an app on release so IDK what's going on.

You're thinking of the native voice commands which work by pressing the play/pause button. That is there and works just fine for the intended purpose. V1KI is a third party app like SayIt.
