    I have installed iGrann as well as Instagram (apk), but I never get notifications. I need to open these apps to check the notifications.
    Is everybody facing the same issue?

    Some of the apps just aren't coded to give notifications in the hub either open or closed, some require the app to be open and some work when it's closed. It's a crapshoot at this point to know what it will do unless you use it.

    but, iGrann was a app designed for OS. 10 and still doesn't have the option for notification??

    Igrann have headless notifications but you need to get the pro version
