The app is free, but SMS are not. The app includes set of SMS on board when you download it, that's why it is published at cost.
By the way, SMS can be ordered with discount from the vendors web-site:

Reading from review looks like you only got certain amount of free sms for use then you need to buy an sms after finished earlier amount. Not worth trying it.
