Would android apps that require a connection to the app store (google.play etc) to verify or update information have that access on the current leaked OS 10.2.1.1055 ??

You could get another store like 1Mobile to serve as an alternative for Google Play if you want to update your apps.

Some apps do ask or remind you to get Google Play Services but is usually not needed yet the function that needs the service is disabled.
