You haven't really provided enough information for a good answer. But here are some general truths: There is no charge just for switching your service from one phone to the other. The expense will come from buying the phone itself. If you already have the 9700, then all you need to do is go to the nearest store or call to activate it. But if you are looking to get the 9700 from your service carrier, you will, of course, need to pay for the phone. If you are due for an upgrade, your service carrier normally gives you a substantial discount on the phone. If not, you will have to pay full price, which, believe me, is a real drain on your finances.
But if all you are looking to do is just activate another phone - the 9700 - there'll be no charge. You'll simply be transferring your phone number to the other phone.
