Once again the Tour will not work on Bell's HSPA network... the frequencies in the phone are wrong.

Question

Why wouldn't the Tour work exactly?
Since it does support GSM 850, GSM 900, DCS 1800, PCS 1900 and UMTS/HSPA 2100? Does it specifically need to be a certain HSPA frequency since it already has the others?

Yup. The tour supports HSPA/UMTS ONLY in the single flavor of 2100, which is the frequency used everywhere BUT north america.
For any phone to work on Bells HSPA/UMTS 850/1900 network, the phone needs to support HSPA/UMTs on those specific frequencies which the tour does not.
However, the Essex, the wifi version of the tour, or whos to say any other updated version, may support this frequency in the future.

I live in an MCA (marginal coverage area) for Bell Mobility service in Vancouver. I get fine coverage everywhere in the city, except around my house. No biggie, since I typically use a regular phone at home. But every few months I ask Bell tech support if/when there will be an improvement in service. The last time I spoke with a tech support rep (around 2 months ago) he said that there would be an improvement in reception coming up for all Bell Mobility customers in a few months. I asked if that would apply only to new phones, and he said that no, it would apply to all customers' phones, including older phones. Interestingly, not long after I spoke with this tech support rep, I found that the coverage while going on a ferry between Vancouver Island and the mainland that there seemed to be noticeably stronger reception on the Van Isle side of the water than in the past. (3-4 bars, instead of 0-2.) I wondered if Bell had been running and testing part of their improved system in Southern Vancouver Island at that time. If so, it indicates that indeed there will indeed be better reception for everyone. So, the Tour might not be able to use the new HSPA system, but we could still see better reception with the new system in place. But I do have to confess I'm still confused why we couldn't make use of the GSM sim cards supplied with our Tours on the new system. I thought the new overlay was supposed to allow GSM phone users from abroad to use the Bell system rather than just Rogers. If the Tour supports only the HSPA frequency used abroad why can people from abroad suddenly use their phones on the Bell system? Wouldn't they be in the same boat as us Tour owners?

I use my phone exactly as you explained on att's edge network in the usa with my att sim. I cannot access att's 3G network (and their 3G network is 1900/850 UMTS) because my radio does not support it. Yet it still works with att. The iphone will work on the new network because it is a tri-band UMTS phone 850/1900/2100 vs the tours single 2100 UMTS band. A few blackberrys are already triband, such as the new bolds 9000 and 9700.
If bell had an edge network or was building one, then us tour owners could celebrate (or would we?). But alas, RIM didn't support the tour with the north american hspa frequency support. Fear not friends as the tour's evdo rev.a support is far superior to edge any day anyway as its 3.5G. Though HSPA is viewed as 3.75G.

Thank you very much for clearing that up for me

Also, does that mean that Rogers GSM phones won't work on the new network? As well as European GSM phones (as in non-HSPA)?

Basically the Tour is compatible with EVDO, but not the new HSPA network being put up.

The Tour is 3G+ with Bell on EVDO rev.a now already, which in alot of cases already superior to Rogers 3g GSM network.

a Speedmap if you will....

Bell/Telus EVDO rev.0 < current Rogers 3G < Bell/Telus evdo rev.a < Bell/Telus/Rogers HSPA+ < LTE 4G

Just for some clarification for me. Any unlocked iPhone WILL work on Bell's new HSPA network correct? Also, what's the difference between HSPA and HSDPA?? On my iPhone's box it says it's UMTS/HSDPA 850, 1900 and 2100 I believe...

Any unlocked iPhone will work on Bells new network WITH a bell sim card.

Reading left to right, each iteration is progressively faster:
High Speed Packet Access (3.6mbs) < High Speed Uplink Packet Access (7.2mbs) < High Speed Downlink Packet Access (13.? mbs) < HSPA+ (21 mbs)

Keep in mind these are all theoretical speeds you might never see on your device.
Current BBs are limited to hspa/3.6mbs, while the iPhone is hsdpa/7.2mbs compatible.
I've not been able to hit 3.6 yet when running speedtest. The best I've gotten so far is 3.1.

Hspa+ is currently only available for compatible laptops with an Internet stick.

Maybe by the time the olympics are here they will finally fix the network in my area so my 9700 doesn't have another 500+ dropped calls like it did in Nov/Dec...
