Bell, Telus and Rogers use the same 3G frequencies. Unlocked 3G phones that work on any one of those carriers will work with the others' 3G networks. For example, I have a Rogers SIM that I carry around to put in my unlocked Bell Mobility BB Bold 9700 for where Bell's coverage is non-existent or weak.
AT&T uses the same frequencies as Bell/Telus/Rogers. AT&T is Bell's roaming partner in the States for that reason. When roaming in the States, I sometimes connect to T-Mobile, too, but only on 2G since T-Mobile's 3G frequencies are different than those supported on my 9700.
An unlocked AT&T Torch 9800 will definitely work on the Bell network and the Rogers network and the Telus network....at least as making/receiving calls and basic BIS functionality are concerned.
