BlackBerry has a strong market position in India where the Company has seen more than 1,000 Indian enterprises adopting or testing BES10 since its launch in January 2013.

The part of the news concerning "testing" doesn't refer to ITC Limited. It refers to "more than 1,000 Indian enterprises adopting or testing BES10".

ITC Limited " has implemented BlackBerry Enterprise Service 10 across their various businesses. " No testing any more there, it's full adoption.

I would say most are testing because why even use the word. Here is what I want BlackBerry To announce: we have sold X number of BES10 CAL's since BES10 launch. They make nothing on a server, the CAL is where the money comes from.
