    Default Phone restarts with wall charger but not usb?

    For some reason my bold can charge by USB, but if I plug in the wall charger (I have tried three different ones), the screen fades out to white and the phone restarts immediately. I cannot get my phone to charge. Anyone have a clue why this is happening?

    EDIT:
    I have reinstalled three different OS versions (many times). Always wiped before reinstall.
    My phone only charges to 15% and just sits there. Is it safe to assume this is a battery issue and not a hardware?
