New Course addition

I'm trying to add a course that is not listed and I'm not having any luck. I have done this several times before but this time I never get to the point of plotting each hole.
I enter the name and it comes up with a course of the same name in AZ. I click on "Create a new facility and then I add the address, lat & long, web site, etc., I then select "Create a new facility" and it takes me back to "Add Facility". I'm stuck in a loop.
Has something changed in the process?
