Unlocked BlackBerry Tour from Sprint or Verizon used on AT&T?

If I purchase an unlocked Sprint or Verizon BlackBerry Tour, will my girlfriend be able to use it on AT&T without them slapping a data plan onto her account? She actually had data usage blocked on her phone, so it won't connect even if you try. But I've heard of AT&T doing "sweeps" where they read IMEIs and find BlackBerrys to add data plans to. She just wants a BlackBerry because she loves the form factor, the keyboard, and the camera. I'm thinking an unlocked Tour will fit the bill, as long as she doesn't end up with data added to her account.

If it's a GSM phone, it will work, but I advise against calling for help if you are dead set against using the phone to its full capability.

I just bought an unlocked Tour and texts & phone calls work fine. but I cant seem to get any emails and the internet icon is not there. I called att and they told me they cant do anything for me since its not there phone...

You need to load the AT&T service books. Guidelines for the Tour are the same as the Storm. I'm assuming that you are using the sim card from your 9000 and you have a data plan with AT&T.
