cant make or receive calls ,but can receive data and emails text and bbm,,,checked mobile settings and reloaded software....help

Text run on the voice network, so it's safe to say that you have Voice service as well as Data which you confirmed.

Have you called your Telecom provider?
When you make a call what happens, do you get an error message?
Try to pull and reinsert the sim card.

Go to SETTINGS
Mobile Network Connection
Mobile network
= on
= on
= on
= LTE or HSPA
= Auto

If that all fails, try your sim in another device and if the problem follows you, it's likely your telephone provider.
