You probably have Parental Controls enabled. There's an option to only allow incoming calls from contacts. If you disable the option, you'll be able to receive the phone call from anyone.

Go to Settings (swipe down from the home screen) - Security and Privacy - Parental Controls. You'll see it's the first available option.
