Why won't my device remove Enterprise Service even though I have done a factory reset and wiped it?

I have an unlocked Blackberry Bold 9900 and need to remove Enterprise from it so I can set up my personal email. I have tried a factory reset and also data wipe numerous times and it still goes to the Enterprise account activation screen when i attempt to setup my email. HELP

Perform a Factory Default Wipe via the Desktop software:
KB16307-Actions performed by the BlackBerry smartphone during the removal of stored user and application data

Check to see if the device was removed from the BES, check the IT Policy:
KB30076-How to check for an IT Policy on a BlackBerry smartphone

If it has been removed, then you will need your carrier to activate the BIS data plan for your device. At that point you will be able to set up the email.
