Why I cant download or update apps in App World?

My BB9220 cant download or even update any apps in my Blackberry App World,
I almost tried everything, I tried to update the OS into latest version, Clear everything, wipe all data's , I research but I cant found out the solution for this problem.

My internet connection is fine because I can use the built in browser, can play youtube videos but I also had a problem with my facebook apps because there's popping out that Its not available for my service plan , connect it to wifi blahblah..

but m.facebook works fine in browser and Twitter app is also good..

Can you help me? I dont know what was happened to my phone.
I almost tired to find the solution because i was seeking for almost 2 days :(

On the upper right of the display on the status bar, in an area near the signal meter, do you have the BlackBerry "4 spots" icon?
