This is actually referencing the Desktop Software for BBOS, not BlackBerry 10. The BlackBerry Link page offers no such notice: BlackBerry Link - BlackBerry 10 Smartphone to Computer Sync - United States
As for the issue with Link, try uninstalling it and then run the platform specific version of Ccleaner (32-bit or 64-bit) for your particular computer to remove any temporary files and registry fragments. Then try installing again. Also be sure to use a USB 2 port when connecting your handset. If all else fails, you can also try installing in compatibility mode.

It's the latest iTunes update that stuffed it. Remove iTunes, Bonjour, in fact delete everything Apple. Restart PC, do a Google search for a previous version of iTunes and install that. Restart PC, update Link to latest version from BlackBerry website. Restart PC. That should fix it. It is crucial to delete everything iTunes and Bonjour and restart PC after each step. Took me days to work this out. Hope this helps guys.
This fix is better than BlackBerry fix because it still allows iTunes sync. Turn off auto update to iTunes, don't let it update or it will break Link.

For more details on the iTunes issue (full disclosure: I do not use iTunes at all, but I've seen similar issues with other applications for much the same issue). Link uses a service called mDNS (multicast DNS), which allows for hosts to identify each other by name and IP on a local network without needing a DNS server. Apple's Bonjour service is their implementation of this service. More than likely, a change made in the iTunes service has added something to the network stack that stops the BlackBerry mDNS service from being able to resolve itself, even if it's just being used for RFA and USB connections.
I used to see a similar issue with Adobe's Creative Suite on Windows systems where their version of Bonjour would actually break Windows networking. The solution then was to stop the service and then set it to disabled.

Blackberry knowledge base article number 000038592. No need to delete iTunes, etc. just rename a file extension. THANKS APPLE!
Thanks, electrician eric -- this solution (the BB knowledge base article) is the simplest and it works.
Drawback (can't sync BB via iTunes) doesn't affect me personally, but if it affects other users I'd recommend uninstalling iTunes and installing an earlier version (as described above by OzDude).
