When i go to camera it tells me the above message
That means another Application is using either the Camera system or is accessing the LED Camera Flash, check your open Apps.
So either your flashlight is on or.. yeah only happens if the flash light has been turned on but there is also one other thing, I can't think of it at the moment because it happens to me often, not too often, but when I particularly open something it prevents me from using the camera. Just make sure the flashlight is off and that should solve the issue? I think when you are also viewing pictures and try to go back, it sometimes has an issue of saying the camera is in use because you are using it to view photos. That or it should just switch into camera mode. Hopefully it's not all messed up.
