Why does this error display: XAPK file validation failed GTA Vice City?

I have a Samsung Galaxy S4 Mini. I've been trying to install GTA Vice City, I installed the APK, i copied the obb files to sdcard Android in the obb folder, but it gives me the error XAPK file validation failed and I can't enter the game. Did I do something wrong?

It's done exactly how you did it. Maybe the file is corrupt or something. Besides, Android Central is where you should be posting your troubles. BlackBerry is appreciated here.
