Where were you downloading from? Some websites allow continuing download after interruption, other's don't. But a network issue can also make the partially downloaded file useless, which would result in a corrupt file if you continue your download. A lot of if and then's, but there's nothing wrong with you phone, probably.

It depends on whether the download server supports connection resume. Not all servers can or are configured to.
Even if it does, you may have to go to your browser download list and restart the download manually. It will pick up were it left off if it can.
