    The "target" that is not found when selecting a profile photo is the system's photo editor.
    This is missing on developer OS builds, which BlackBerry posts directly, and are not intended for normal users to use.

    So the most common causes of this error would be that the user is running a dev OS, or that their OS installation is somehow broken or corrupted.
