Thinking of buying a phone from amazon that is "international version" and use in Canada. Call it be changed for North America?

International version means that it has at least quad band frequencies.
It is most likely GSM and won't work on Verizon or Sprint.

There are a lot of frequencies with LTE but you should be able to use 3g in most countries in the world as a minimum.

For further info, provide further details

    PassportSQW100-1/10.3.1.632 and a Z30
