If you're a developer, development mode allows you to load an app without signing and packaging straight from the IDE.
I'll hazard a guess that this isn't relevant for you.

Not a developer, but I have used it when Sideloading Apps when that was the only option we had. Still use it to load SNAP.
It's like your phone is a Starship and you have your Shields up, Developer mode lowers them enough to allow a shuttle to land. :D
