How do you unlock a phone telling you "THis device was reset..." when you remember nothing of the previous account? How do you even get the imei in the first place?

I'm guessing this is the previous owner's Google account remaining on the phone. Inability to get around that is the whole point of the anti-theft feature, since it makes lost/stolen phones useless to whoever "finds" them. Of course, if said upstanding gentleman then sells the phone to an unsuspecting buyer, then it's the buyer who's been had.
