Is there a way to uninstall the camera app from my Z10 and then install it again?

Looks like it's baked into the OS. No uninstalling/reinstalling with out wiping the device and reloading the OS.

You can sideload it, but why would you want to do that?

It has stopped working, for some reason. That's the error message I get. How do I sideload it?

Some people have had this problem supposedly caused by rogue android apps which open and hog the camera.
Have you any android apps installed? Try deleting ones which use the camera, or even just the most recently installed ones.

You might want to try an "android cleaner" app fro the Play Store, they seem to do a pretty good job of getting rid of the junk and stuff left over from old/uninstalled apps.
Otherwise, you might be looking at a wipe and restore to currant OS level.
