Its a serious issue that I started facing today. I think it is happening only with my android apps.
When I open any app like Skype or any other android app it asks me to connect to the Internet. I'm very much sure that my Wi-Fi connection is working absolutely fine.

When I tried to download a file from play store it's prompted me to connect to Internet or check my data connection. Then I turned on my mobile data services and tried to re-download that file. It started downloading and then I switched to wireless mode only. The file continued downloading. It's happening for every app. My Skype does not call without data connection once I am on call then I can turn off my data connection and switch on my Wi-Fi call goes fine.

I hope you understand the problem please give me a resolution on that.

Sounds like you might want Restart your device... If you do that, the Android Runtime will start fresh again.
