Not sure that is possible. The only thing I can think of is to enter the contact number twice in the profile. For instance, (123) 456-7890 for your "regular" dialing and *121* (123) 456-7890 for your "overseas" dialing.

Phone.... settings... smart dialing.... Put the country code here.
I believe if your contacts list has the full number including country code, you can set the home country here and it won't dial for numbers in that country.

And you can try the office access code parameter. That should dial the prefix every time though.
