You can tether a PlayBook with an encrypted BlackBerry and your cell phone provider doesn't stop you. This is through Bluetooth and BlackBerry Bridge. Does this work with any other tablets?

I tether my iPad to my Classic on occasion: the Classic acts as the WiFi hotspot and the iPad sees it as just another Wifi connection. NOTE that the only security is whatever you've set up on the connection, so make sure it's not an open connection.

Hopefully that helps. Note again that you're not using Bridge.

My plan doesn't offer tethering. It has to be Bluetooth. My 1 ghz PlayBook is so slow I would like to try something else.

BlackBerry Bridge is a special case in terms of sharing a data connection. Technically, your handset is still doing all of the work and your PlayBook is just acting as a 'monitor'. It's a very clever solution to using a wifi tablet on the go, but it only works with a BlackBerry handset and PlayBook.
