Go to settings - apps- find Google services framework, clear cache then restart then check for updates again

When it does show up, be patient and don't force restart it. So many people are doing that. It takes a long time to update. Just leave the phone alone and go do something else.

Did you try taking your sim card out-rebooting then re-installing your card? It's probably just a case of being patient. Eventually it will show up.

Clear cache, clear data, force stop then reboot device and try the update again. This time do not reboot during the update process. It takes a very long time.

just to clarify, I had the same experience; downloaded, clicked start update, then the phone went to 'shutting down' and it stops there, becomes entirely unresponsive. This isn't during the update, but before the actual update has started. I left it 'shutting down' for a good 10 minutes before hard-resetting it, and it now shows the phone is up to date. If it was actually applying the update while showing the usual 'shutting down' message, then that is exceptionally bad UX design.
I'm now factory resetting in an attempt to re-trigger the update.
