Nutshell:
Pokemon Go requires at least Android 4.4 to work, BB10's ART is 4.3. Also, the game maker uses a checking system to detect if you are running a hacked version or a rooted device and blocks it. So even by patching and tweaking the Pokemon Go app to get it to install, it still can't fully function.

I was just thinking the other day that all the hype about this game had dropped off the face of the planet. No more news stories of people trespassing on other people's property or on government property. No people walking of piers and falling into harbours. No people walking out into traffic, aside from the usual dummies that weren't loved enough by their parents to have been taught to stop and look both ways before stepping off the curb.
