Generally the device doesn't re-cache the media and hub on a simple restart.
If you do a reset, it does re-cache, which can take up to five minutes sometimes.
By what method are you restarting your Z10?

Sometimes by battery pull out and sometimes press and hold

Battery pull and Press and Hold Power button both perform a reset, so you will get a cache wipe every time, and long waits while everything is fired back up on restart.
If you just need to restart the device, use:
    • Press and Hold the Power button until the count down to power off starts, release the power button.
    • Tap Restart.

If you need to restart the device to clear up a glitched app, frozen device, or some other system issue, then use the reset methods you already use.
