    Yes there is, you can set a multitude of options too. Check settings.

    You could essentially uninstall the app but not sure about it. So when you blocked it, can you open it normally? Or using a workaround?

    Can open it normally as if I didn't block it.

    There's a bug in Parental Controls that sometimes when making changes, the browser gets unblocked, but it's still turned off in Parental Controls. There are some possible ways to fix it;
    1- Toggle it on and off in Parental Controls.
    2- Turn Parental Controls off and then on again.
    3- Restart the phone.

    If these options don't work, the only way to do it is to do a full backup in BlackBerry Link, then security wipe and restore.

    Is there a way to reload only that part of the OS via sachesi instead of reloading the whole OS?

    You can try to sideload the settings app. You can also try to do a backup and custom restore just the settings, without a security wipe. I don't think either of these will work, but it's worth trying.
