Notification Settings: how to get Android apps to show?

On my Passport my Android apps show up in the Notification Settings. I can edit them and as far as I can tell, they work.

On my Q10, with the exact same setup, the Android apps do not show up at all. I tried reinstalling them a few times, but they never end up in the Notification Settings.

Now I have no idea what I did differently between the two devices. Is there any way I could force the apps to start showing on my Q10? Or would reloading the OS be the only way that might work. I'd rather not reload the whole thing.
