Can Q10's NFC connect to andriod device or blackberry device restricted?

No it's not restricted. You can connect to any device that has nfc. I managed to share a file with a friend who has an android.
I've successfully used NFC with some Android devices, but have had issues on ones with older OS's.
It works good but not as fast as share it. Q10 has wi-fi direct why don't you install it and send files to someone. It is way faster than bluetooth or nfc.
