You said no liquid damage and physical damaged(never been dropped) that's a good thing.
Can you still see the red LED blinking?
If you can no longer see it even if you charge or insert the battery then there is a possibility that the problem of the unit is the board itself and not just software.
But even if you can recover your phone using software reload there is still no way you can retrieve your contacts, you can only retrieve your contacts once you turn on your phone,
Remove battery. Plug phone into computer, then insert battery and see what happens. Also, you can try removing the battery, leaving out for a half hour, then reinsert. With the Z10 being as "old" as it is, you may just have a bad battery -- try a new one. Others may have more ideas. Hang in there.

If you get no LED at all when you plug in the charger, or remove the battery and replace it.... you have a hardware problem. If the light blinks, there might be life in there, that a reload of the OS can restore... but as was said your data is not recoverable.
Did you happen to save your contact to your SIM card? Or use a 3rd party app to save your contacts to an unencrypted SD Card? Or are your contacts synced to the cloud? Why not?

Darn I did not save my contacts silly but true. is there a recovery method outside of the reboot process to consider?
