Uninstall CB10, then reinstall it.
There is a issue where it doesn't clear its old cache data, so it just keeps filling up.
Open the browser and type this into the address bar:
file:///pps/services/hw_info/inventory
Go there and tell us what it says under RAM_Size::. If it's actually 1024MB, where did you get this phone?
Try a standard reboot. If no dice
Hold volume up and down keys until the blue blackberry 'circle' logo appears then release.
It may be just a software glitch or the memory is locked out somewhere and doing the above may resolve it.
How is it working with you? How many active frames can you run at the same time?

I'm I remember correctly, there was a member who bought a prerelease Q10 with only 1 gb ram.
And dev devices are receiving updates as well, they have been unlocked

you have been scammed, they took the dev alpha b motherboard and put it in a Z10 case.
the dev alpha b was a free device that BlackBerry used to give to developers, and they should have to return it one year ago
Reinstall os using link or autoloader. Otherwise send a mail to BlackBerry with the screen shot

No he really has 1gb, there were a few other retail version z10's with 1gb too. And was reported on CB last year, with screenshots and pics.

I mistook your issue as your memory being used up by CB10, but not showing up in the app memory.
It is a known issue with CB10 for it to contentiously gobble up RAM for it's cache, but not clearing it out.
Uninstalling/Re-installing CB10 will clean out the used memory.
But it looks like you have a hardware issue.
