Hold power button down for 20-30 seconds until BlackBerry boot logo reappears and device restarts.
Use BBVE to confirm LED function.
Check your Notification settings in general device settings.

If I keep pressing the power button it does not come back to the boot logo. It keeps restarting and red led flashes.

The charging led doesn't work but the when the phone is below the 10% mark the yellow light pulse starts. Can't seem to figure it out!

With the reboot if you hold the power button down for abot 20 seconds the red LED should flash and the boot screen should reappear( the blue "circle").
The device will restart after and the reboot is completed.
If this hasn't solved your problem and you have mentioned that the LED is showing, except with Notifications, then check the Notification settings.
Did you test the LED flash with BBVE?

Yeah I did test it, and it works on bbVE. On the profiles I have led notification on. Yet I don't get any indication while charging and or while geting msgs.

Any potential conflicting apps or any recent installs (apps or OS) on your device?
I would be inclined to try the hard reboot again and have a thorough look through all applications or settings which have notification management. It's possible that a single application is the cause.

I have tried resetting phone and I have tried to even wipe data and factory reset. But the charging led still isn't working. The notifications work and the test also shows that the led works fine. Only the charging led doesn't indicate wen full or while charging.

Does it change if you use a wall outlet charger rather than a USB charger?
Have you tried a different USB port or cable?
