What criteria determines which one is the best?
What are the advantages of the paid offerings over those of free VPNs in app stores and the like?

for me, security and ablility to help users bypass restriction are top criteria.
I've used some paid and free vpn on PC and smartphone, i got some review:

HMA pro:
pros: stable, fast connection
cons: can't help bypass some sites and contents, netflix,....
- bugs, i got this quite regularly so i don't think this vpn service worth money
Hotspot Shield. i used it for my pc, not a good choice.
expressVPN is a good vpn service (maybe the best) but i haven't tried

VYPR VPN (free 500M, upgrade with some fee if you need more)
-streaming netflix, slingtv from outside of USA
-Similar to expressVPN
Psiphon vpn: this is best circumvention tool for gaming. I can bypass game restriction without any problems. the disadvantage is that you wont be able to get this app from some countries, so you have to purchase pro app
